ONGC and OIL announced an offer of 64 and 2 fields respectively under Production Enhancement Operations (PEO) through International Competitive Bidding in June 2019 with the objective to augment domestic production of crude oil and natural gas from the marginal nomination fields.
OSL considered the above offer of ONGC/OIL as an opportunity to fulfil its aspiration to enter the Oil & Gas business segment. Based on techno-commercial evaluation, risk-reward rating and recommendation of the core technical committee, OSL bidded for three ONGC contract areas and one contract area of Oil India Ltd. as listed below:
4. OIL/MNF/2019/CA-2 (Digboi)
Out of these four (4) contract areas, OSL has been awarded two (2) contract areas viz. Nambar and Chanmaigaon; whereas OSL was second highest bidder in the remaining two Contract Areas viz. Nandej and Digboi.
Changmaigaon Contract Area
Chanmaigaon contract area comprises of three fields namely, Changmaigaon, Disangmukh and Panidihing located in Upper Assam Shelf set up and is a part of Assam asset of ONGC. Area is situated to the north-east of Jorhat town. Changmaigaon is the oldest discovery made during year 1984 and commercial production commenced in 1991, through the first well (CMG#1). Panidihing and Disangmukh are relatively recent discoveries, where commercial production commenced in 2003 and 2007 respectively.
Cumulative oil production from the cluster as on 01.04.2019 stands at 0.80 MMt. Cluster is currently producing oil at @ 25-30 m3/d.
OSL team has identified production enhancement opportunities for the cluster, through drilling of infill wells, work-over jobs, facility optimisation and fit for purpose technology application.
Nambar Contract Area
Nambar contract area comprises of two fields namely Nambar and East Lakhibari located in upper Assam Shelf set up and is a part of Jorhat Asset of ONGC. Area is situated to the South-West of Jorhat town. ‘Nambar oil field’ and ‘East Lakhibari field’ were discovered and started producing in 1999 and 2003 respectively. Cumulative production from the cluster as on 01.04.2019 is 0.45 MMt of oil and 138 MMm3 of gas.

With the objective to achieve the committed enhanced oil production to ONGC, most of the intervention programmes shall have to be undertaken in the first couple of years from Asset transfer (Dec 2020) followed by new well drilling.
Following activities are planned based on studies undertaken for preparing “Field Development Plan” for the five fields awarded under PEC.
